UNCERTAIN WORLD GREETS THE HEALTH INSURANCE INDUSTRY

Pennsylvania missed its October 1, 2012 deadline on what our minimum essential health benefits will be and the November 16, 2012 deadline to convince HHS that PA has made significant progress in establishing health insurance exchanges, and has not made a formal decision on expanding Medicaid eligibility to 133% of the Federal Poverty Line. While Pennsylvania has sought guidance on the first two, HHS has not replied, leading to a new area of uncertainty as to what the health insurance landscape will look like in 2014. The electoral outcome, the status of unknown rules for Federally-facilitated Exchanges (if PA does not establish one) lead to another round of uncertain parameters in employee benefits.

The Insurance Department sent out a memo reminding Flood Insurance agents of the need to comply with National Flood Insurance Program training requirements.

"Nearly 20,000 communities across the United States and its territories participate in the NFIP by adopting and enforcing floodplain management ordinances to reduce future flood damage. In exchange, the NFIP makes Federally backed flood insurance available to homeowners, renters, and business owners in these communities. Community participation in the NFIP is voluntary.

Flood insurance is designed to provide an alternative to disaster assistance to reduce the escalating costs of repairing damage to buildings and their contents caused by floods. Flood damage is reduced by nearly $1 billion a year through communities implementing sound floodplain management requirements and property owners purchasing of flood insurance. Additionally, buildings constructed in compliance with NFIP building standards suffer approximately 80 percent less damage annually than those not built in compliance."
